Dutch Bros opened its Clayton Road shop at 5 a.m. on a Friday in August 2024. Two years later, that early hour is the same one at the center of a debate two doors west. 7 Brew Coffee is turning the former KFC/A&W at 4660 Clayton Road into a drive-through-only coffee stand with proposed hours of 5 a.m. to 11 p.m. The households directly behind the lot spent the summer telling the Concord Planning Commission what that would mean for them.
The proposal that reached the Commission's September 2 agenda carried an 8-foot wooden fence, 29 new shrubs, a ban on outdoor speakers and a cap on staff. Neighbors and commissioners asked for every one of those changes after the first hearing in August. The chain's format decides what you can order. Those conditions will decide what the corner is like at 5 a.m. for the people who live next to it.
Three Coffee Drive-Throughs Within a Few Doors
Clayton Road near Bailey Road is now a short stretch where three national coffee brands are open, being built, or planned within sight of each other.
| Shop | Address | Status as of mid-October 2026 | Format |
|---|---|---|---|
| Dutch Bros | 4672 Clayton Rd. | Open since Aug. 2, 2024 | Drive-through |
| 7 Brew Coffee | 4660 Clayton Rd. | Remodel underway since July 2026; no opening date announced | Drive-through only, dual lanes, no indoor seating |
| Starbucks | 4691 Clayton Rd., corner of Clayton and Bailey | Old building demolished by January 2026; under construction as of May 2026 | 2,200-square-foot drive-through with an outdoor patio |
Claycord reported in May that the Dutch Bros sits two buildings east of the 7 Brew site and that the Starbucks was going up across the street. Of the three, the Starbucks site is the only one that faces Bailey Road. The other two share a stretch of the south side of Clayton, and the back fence of that stretch is the same fence the neighbors kept bringing up.
What 7 Brew Plans to Build
7 Brew started in Arkansas, operates in 35 states, and had no California stores when it filed plans with the City of Concord. Its menu covers hot and iced coffee, teas, energy drinks, lemonades, smoothies, shakes and flavored sparkling waters, along with a small selection of packaged food.
The building stays at 3,664 square feet on a 0.71-acre lot. The old dining room won't seat customers. The plans turn it into space for staff training and storage. A new dual-lane drive-through entrance runs along the western property line. Instead of a single order speaker, the chain uses employees it calls "runners" or "line busters," who walk between cars and take orders and payments on handheld devices. The plans also say the Concord shop may serve as a regional training site for future Northern California stores, with room for up to five trainees at a time.
The city's Design Review Board approved the design and site review 5–0, with conditions, on May 14, 2026. The use permit amendment and a tree removal permit still had to go before the Planning Commission. That second hearing is where the neighbors spoke up.
Four Neighbors and a Continuance
At the Commission's August 5 hearing, four members of the public who live next to the site raised concerns about tree removal, noise, privacy and the early opening hour. That account comes from the September 2 staff report.
The tree issue was more involved than it first sounds. Neighbors along the rear, southwest property line wanted to keep all the existing trees. Those included a non-protected privet and two protected trees, a Canary Island pine and a maple. The city's arborist had recommended removing them to protect the health of nearby redwoods and to prevent future damage to the fence. Those same neighbors also wanted to keep a five-foot fence on their own property, which they said they had recently built around the trees to preserve them. Another neighbor asked for a taller fence or a wall as a buffer.
The commissioners added two concerns of their own, employee parking and amplified sound. Two commissioners were absent that night, and the report notes that others wanted input from the full Commission. The members present voted unanimously to continue the item to September 2. The motion came with three instructions:
- Work with the neighbors and the applicant on a better visual buffer and more privacy, considering a taller fence, a masonry wall, keeping more trees, or more landscaping.
- Add a condition banning exterior amplified sound, including music.
- Add a condition capping employees at 12 because of the parking supply.
What Changed Between August and September
The revised plan addressed each point. Claycord's September 2 report laid out the changes:
- Fence: an 8-foot wooden fence along part of the property line shared with a neighboring home.
- Screening: 29 new Pacific wax myrtle shrubs.
- Sound: no outdoor amplified sound, including public-address speakers.
- Staffing: typically six to 10 employees, with up to 12 during occasional peak periods.
- Queue: drive-through space for up to 25 vehicles, plus a required queue-management plan to keep cars from backing up onto Clayton Road.
The staffing number changed noticeably. When 7 Brew's plans first became public in May, they called for 10 to 15 workers per shift, with more during busy periods. The September version tops out at 12, the cap the Commission asked for because of parking. On a lot where the old dining room becomes training and storage space, the number of employee cars helps decide whether customers have room to wait.
The speaker ban matters for the same reason. A drive-through that takes orders by hand from runners doesn't need a loudspeaker at the menu board, so a no-PA rule fits how this chain already works. That is part of why the condition could be added without redesigning the operation.
The 25-Car Line on Clayton Road
Traffic gets less attention in the hearing record than fences and trees, but it is the condition most Concord drivers will notice. The site can hold up to 25 cars in line, and the city's queue-management requirement exists to keep overflow out of the travel lanes on Clayton Road.
Those 25 spaces sit two buildings from a Dutch Bros that already draws a morning line, and across from a Starbucks drive-through under construction at the Bailey Road corner. The "line buster" model, where staff take orders before cars reach the window, is the company's own explanation of how it keeps waits short. If you drive this stretch on weekday mornings, the queue plan is the condition that will affect you most directly once the shop opens.
Where Things Stand the Week of October 22
The September 2 Planning Commission agenda listed the 7 Brew item for possible adoption of Resolution No. 26-07 PC. City staff recommended approving the use permit amendment, the design and site review, and the tree removal permit. The City of Concord's agenda portal is the place to check for the meeting record. 7 Brew has not announced an opening date. The July reports from Claycord and the Bay Area Telegraph said remodeling had already started inside the former KFC/A&W.
The Starbucks at 4691 Clayton Road was last reported under construction in May. When it was first proposed, it was described as a 2,200-square-foot drive-through with an outdoor patio. That makes it the only shop on the block with a place to sit outside.
West on Clayton Road, one long renovation has already finished. Bag O' Crab is now open at 4340 Clayton Road, in the former New Lim's Garden space. Its Concord website now reads "NOW OPEN." In July, Claycord reported the new sign going up and said the opening was still a long way off.
If the September conditions carry through to opening day at 4660 Clayton Road, the lot will have an 8-foot fence, 29 wax myrtles, no outdoor speakers, a staff cap of 12 and room for 25 cars in line.
